Orange County’s

Child Exploitation Task Force

Internet Safety Presentation

Tuesday, April 23rd at 6:30pm in the small gym

The Child Exploitation Task Force is a multi-agency group, comprised of Homeland Security Investigations, Orange County Sheriff’s Department, Federal Bureau of Investigation, Orange County District Attorney’s Office, US Postal Inspection Service and several local police departments throughout Orange County.  We are also affiliated with the Los Angeles Regional Internet Crimes Against Children Task Force.

Our mission is to investigate Internet-related crimes against children by responding to reports of child exploitation and aggressively pursuing those who seek to prey on our children.  We also seek to teach children as to the dangers associated with using the Internet as well as educate parents about the benefits of actively monitoring their child’s online

activity.

CVHS DISCIPLINE UPDATES

ELECTRONIC CIGARETTE DISCIPLINE POLICY:

E-cigarettes (e-cigs) are a fairly new phenomenon that is occurring in our school and in schools across the nation. An electronic cigarette contains a small reservoir of liquid nicotine solution (in varying strengths and flavors) that heats up and is vaporized to form an aerosol mist. The user puffs on the vapor to consume the addictive nicotine. Because of the nature and intended use of the e-cig, it is now necessary to address this in our student Policies and Discipline Procedures.

According to District Policy, State Law, and Ed. Code, no student may possess or use tobacco (or tobacco paraphernalia) on school grounds at any time. All e-cigs (regardless of nicotine strength) are considered nicotine inhalants and will be treated as such by the CVHS administration and law enforcement. Consequences will be consistent with CVHS’s policy on “Tobacco Use, Possession of Tobacco Products, or Tobacco Paraphernalia”.

CVHS Consequences to be enforced immediately:

1st Incident — After School Detention and Behavior Contract Step 1 or step increase

2nd Incident — Saturday School and additional step on Behavior Contract

3rd Incident — 1 day ATS (Alternative to Suspension) and law enforcement notification which may result in a citation

Incidents that involve smoking e-cigs in the classroom, negotiating/purchasing/selling of e-cigarettes or e-cig paraphernalia on campus will result in 1-5 days suspension under Education Code 48900(h) possession or use of tobacco/nicotine products and/or 48900(k) school disruption.

All confiscated e-cigs and paraphernalia items will be confiscated by our School Resource Officer and will not be returned to students or parents.

In an effort to become more unified and consistent throughout the Capistrano Unified School District, a more severe e-cig student policy will be written and enforced district-wide beginning Fall 2013.

SKATEBOARD POLICY:

While students may bring skateboards on campus, they should be properly locked in the skateboard racks (lock not provided) and cannot be ridden on campus at anytime (including the school parking lots). Skateboards must be out of sight during the school day (including passing periods and lunch break). Skateboards visible during the school day (with exception of arriving and leaving campus) will be confiscated by any staff member.

1st Incident – Warning, confiscation, returned to student at end of student’s instructional day

2nd Incident — After school detention, confiscation, returned to student at the end of student’s instructional day

3rd Incident — Two hour after school detention, confiscation, Behavior Contract Step 1 (or step increase) and parent pick-up of skateboard from office required.

The school is not responsible for the loss of any confiscated item.

DRESS CODE POLICY REMINDER:

The Board of Trustees of the Capistrano Unified School District has established a dress code to provide a safe and unhindered learning environment for all CUSD students. With the District’s policy as a basis, Capistrano Valley High School has established specifics for a campus-appropriate dress standard. With the warming weather, please review the dress code reminders and discipline policy below. For complete dress code information, please reference your student handbook or the CVHS website.

1st Incident – Student detained in office until change of clothing can be arranged. “Loaner” garment will be offered when available. Item confiscated. Item returned to student at end of student’s instructional day or when cleaned “loaner” is returned (if borrowed).

2nd Incident — Student detained in office until change of clothing can be arranged. Parents may be contacted to provide a change of clothing. After school detention assigned. Item confiscated. Item returned to student at end of student’s instructional day or when cleaned “loaner” is returned (if borrowed).

3rd Incident — Student detained in office until change of clothing can be arranged. Parents may be contacted to provide a change of clothing. Two hours after school detention assigned and Behavior Contract Step 1 (or step increase) assigned. Item confiscated. Parent pick up of clothing item required at end of student’s instructional day or when cleaned “loaner” is returned (if borrowed).

A student is in violation of the dress code standard when an adult staff member (e.g., campus supervisor, administrator, teacher, etc.) determines that the student has violated the standard. The offense, and associated consequence, does not change because a student is able to alter his/her clothing after they have been confronted. In order to protect the general student body and maintain the integrity of the educational environment, the school reserves the right to make necessary additions to the standards listed in the student handbook without notice.

Students are prohibited from wearing the following:

Any attire which is considered unsafe, dangerous, a health hazard, disruptive the instructional process including but not limited to:

·        Bare midriffs or clothing which exposes the student’s midsection.

·        Sheer/lace/see-through/cut-out/torn clothing that expose lower back, midriff, chest area or are excessively short. Clothing layer underneath (tank tops, slips, etc) any of these above items should meet dress code length/coverage requirements.

·        Excessive short/immodest shorts, dresses or skirts. Guide: when standing, arms relaxed at side, skirts/dresses must be longer than the extended fingertips, and shorts must extend past the knuckles when the students hands are in fists. Shorts/skirts/dresses are expected to meet length requirements even when worn with tights underneath.

·        Tight or potentially revealing clothing (especially ones with no undergarments)

·        Clothing which allows underwear, bras or bandeaus to be exposed or resembles undergarments (i.e. slips, boxers) or pajamas

·        Halter tops, “tube” tops/bandeau tops, or tank tops, clothing that reveals undergarments, or have scoop or deep sides that expose the chest area (males and females). Shoulder straps must be a minimum 1 inch in width.

·        Leggings and tights should not be worn without shorts, skirts, dresses, etc.

·        Any hats, beanies, hooded sweatshirts (worn with hood on) or headgear cannot be worn inside building area during the school day

·        Bare feet
