New Chief of Police Services named
Lt. Robert Osborne, a 24-year Orange County Sheriff’s veteran, has been named Aliso Viejo’s chief of police services.
Osborne fills the post last held by former Lt. Rich Paddock, who retired last month after serving as the city’s first chief of police services since Aliso Viejo’s July 1, 2001 incorporation. Osborne is expected to begin overseeing the department – which includes three sergeants, two investigators, 19 deputies, two community service officers and a crime prevention officer – within a week or so.
Osborne currently serves as an administrative lieutenant at the James A. Musick Facility, a 100-acre minimum security facility located in an unincorporated area of the county near Irvine and Lake Forest. In that role, he oversees facility issues, which includes staffing, facility maintenance, employee performance evaluations, team building and budget oversight, among other duties.
Osborne, who was promoted to the rank of lieutenant last September, comes to the post with a wealth of law-enforcement experience. He supervised the Sheriff’s Traffic and Auto Theft and Juvenile Services bureaus and spent three years serving as an administrative sergeant in San Clemente. While working at the Sheriff’s Aliso Viejo Substation, just a stone’s throw from City Hall on Journey, Osborne worked with local personnel, staff and the community and gained a deep appreciation of the city.
He said he looks forward to getting to know the people of Aliso Viejo.
