NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Laguna Niguel will hold a
public meeting on Site Development Permit SP 10-01P and Minor Adjustment MA 12-05 (Cabot Career
Lofts).
DATE AND TIME OF MEETING: June 12, 2012, 7:00 P.M., or as soon thereafter as possible

PROJECT LOCATION: The project site is a vacant 2.13-acre site located at 28100 Cabot Road
(formerly Spoons/Black Angus) , generally located south of Crown Valley Parkway and southwest of the
San Joaquin Hills Toll Road (SR 73), in the City of Laguna Niguel. The site is within Mixed-Use Zone
(Planning District F) of the Laguna Niguel Gateway Specific Plan.
PROJECT DESCRIPTION: The proposed project would include site grading and construction of a 142-
unit, podium-style apartment building with four levels of dwelling units located above a two-level, 299-
space parking garage, with the lower parking level being subterranean. The project is proposed with a total
density of 67 dwelling units per acre, and includes 97 one-bedroom and 45 two-bedroom units, ranging in
size from 707 to 1,406 square feet in living area. On-site amenities include a pool/spa area, fitness and
clubhouse rooms, and various recreation and open space areas. Alternative development standards are
proposed to allow: 1] a reduced building setback adjacent to an Open Space District (zero setback proposed
where a minimum of 10 feet is required); 2] a reduction in the minimum number of on-site guest parking
spaces (53 proposed where a minimum of 71 is required); 3] an increase in maximum wall height
(approximately 25 feet is proposed where a maximum of 12 feet is allowed outside a building setback area
and a maximum of 6 feet is allowed within a building setback area); and 4] deviation from the Gateway
Specific Plan development standard regarding reduced building mass for upper building levels, as required
for Courtyard Podium buildings.
ENVIRONMENTAL REVIEW: The project is exempt under Section 15182 of Article 12, Special
Situations, of the California Environmental Quality Act (CEQA). The Section 15182 exemption applies to
residential projects undertaken pursuant to and in conformity to a Specific Plan for which an Environmental
Impact Report (EIR) has been prepared by a public agency. The project is consistent with the Laguna
Niguel Gateway Specific Plan, approved by the Laguna Niguel City Council on November 15, 2011, as well
as the related Program EIR (SCH No. 1998111080), certified by the City Council on November 15, 2011.
INVITATION: All interested persons are invited to attend the public meeting regarding the proposed
project. In addition, written comments may be submitted to the Community Development Department prior
to the meeting. If you challenge the action taken on this proposal in court, you may be limited to raising
only those issues you or someone else raised at the public meeting described in this Notice, or in written
correspondence delivered to the City of Laguna Niguel prior to or at the public meeting.
