City Adopts FY 2010-2011 Operating Budget and Capital Improvement Program
At its regular City Council meeting on July 6th, the City Council adopted a $38.4 million Operating Budget and Capital Improvement Program for FY 2010-2011. The budget was adopted following a four-hour budget workshop on June 29th at which the Council received public input and reviewed the proposed budget in detail.

Given the current economic challenges and the State’s ongoing budget crisis, the City is pleased to report that the FY 2010-2011 budget maintains all existing service levels and programs and provides $9.1 million in funding for the Annual Capital Improvement Program. The focus of this year’s Capital Improvement Program is continued funding for the Citywide Street Rehabilitation Program, the City Hall Project and the Alicia Soccer Field Synthetic Turf replacement. Community Development Department Scores Top Marks In Customer Satisfaction Survey
The City’s Community Development Department received top marks in a recent Customer Satisfaction Survey conducted by True North Research. The survey, conducted between April 14 and May 7th, was administered to 361 randomly selected customers who obtained a building permit for at least one project over the past 18 months. Participants were asked a series of questions pertaining to various aspects of the building permit process, from the permit application stage through building inspection. They were also asked to rate the City’s efforts to make planning and building services information available online, in brochures, and through meetings.

When it came to overall satisfaction with the City’s Community Development Department staff, a resounding 89% of those surveyed indicated that they were either very satisfied or somewhat satisfied with the service they received. The report concluded that:

“Considering that the Community Development Department has a regulatory relationship with its customers and that it must balance the interests of developers with the interest of the communities that will be affected by a project, the result of the study indicate that the Department is performing exceptionally well in what are often difficult circumstances.” The report went on to state that “to the extent that a survey like this be viewed as a report card on the Division’s performance, the results of this survey should be considered an “A”.”

As impressive as these results are, one of the goals of the survey was to identify opportunities to improve service. Given the fact that customers were generally pleased with the Department’s performance, the consultant suggested that top priority should be given to maintaining the high quality of service that departmental customers have come to expect. Road Construction Alert!
Commencing, July 19th, parking along Camino Capistrano may be restricted as the City begins construction on the Camino Capistrano Landscape & Street Improvements Project. The project includes the construction of new concrete curb & gutter, landscaping and fencing improvements along the west side of Camino Capistrano from Paseo de Colinas to the north City boundary. It is anticipated that the project will take approximately three months to complete. We appreciate the public’s patience and support during construction.
